Is my neighbor watching, or is he a police informer? Approaching the social worlds of security from a periurban community in France

Abstract

Since the mid-2000s, suburbian municipalities and police forces have organized neighborhood watch networks to prevent crime, even in areas where the level of real and perceived criminality is low. These police-related “Citizen Participation” networks are at a crossroads between strengthening security policies and the participatory modernization reforms in the public administration. Filedwork in one of these periurban towns allows exploring how a surveillance network is organized and how participant neighbors make sense of their engagement. While some neighbors see participation as a way to reinforce their visibility –through active involvement in the social and political local space-, others consider becoming “vigilant neighbors” to engage with the security forces as workers themselves.
