Evolution of territorial public action
Evolution de l'action publique territoriale et sciences du territoire
Résumé
During the past 30 years, the territorial public policies has been changed. I will illustrate it in regards to the reorganization of the management of water intended for human consumption. The French public services model of drinking water has been founded on three characteristics: the subdivision of the French municipalities; the republican administration of territories; the involvement of private enterprises. Due to various factors dealing with organization, policies, regulation rules, etc., the mode of public policies has evolved into a cross policies management, a territorial up-scaling and the involvement of differents partners. In this paper, I propose a new analysing approach to understand the evolutions and reorganization of territorial public policies. This will show the social and political co-construction of territories and public policies. After that, I will test it on a study case dealing with the water management in the Ille-et-Vilaine departement. To conclude, I will open a discussion on the place and the benefits of sociology applied to public policy, for the territorial sciences
On assiste depuis 30 ans à une recomposition de l’action publique territoriale en France. La gestion de l’eau destinée à la consommation humaine l’illustre bien. Notre modèle originel des services publics d’eau était fondé sur l’éclatement de la carte communale, l’administration républicaine des territoires et l’implication des entreprises privées. Suite à une série de facteurs organisationnels, politiques, réglementaires, etc., le mode d’action publique territoriale a évolué vers une transversalité des politiques publiques, une action multipartenariale et une remontée d’échelle d’intervention. Afin d’appréhender ces évolutions et recompositions territoriales, je propose une grille d’analyse mettant en lumière la co-construction socio-politique des territoires d’intervention et de l’action publique. Je la testerai alors à travers une étude de cas appliquée à la gestion de l’eau en Ille-et-Vilaine. Enfin, la communication s’ouvrira sur la place et l’apport de la sociologie appliquée au sein des sciences du territoire.
