Identify local stakeholders’ preferences for a just and acceptable compensation in a development context: a latent class analysis applied to the offshore wind farm project of the Bay of Saint-Brieuc (France)

Identifier les préférences des acteurs du territoire pour définir une compensation juste et acceptable dans un contexte de développement : une analyse en classes latentes appliquée au projet de parc éolien en mer de la baie de Saint-Brieuc (France)

Résumé

This paper uses the choice experiment method to investigate the preferences of local communities with respect to various compensatory measures in connection with a development project.Specifically, a survey was conducted among recreational users of the bay of Saint-Brieuc, where an offshore wind farm is currently planned. The paper aims to identify the respondent groups which have homogeneous preferences for different compensatory measures. Three types of compensation are involved: monetary compensation, investment in publicly owned assets and ecological restoration. In a second step, the paper seeks to characterize and explain the membership of recreational users to these groups. To do this, choices of 154 recreational users have been modelled from a latent class model. The results reveal two groups of respondents. One is characterized by a systematic rejection of the monetary compensation; the other is focused on ecological restoration actions. The practice of naturalist observations is structuring for the belonging to the second group. The study provides interesting elements, from an operational point of view, for the negotiation process related to compensation and for facilitating discussions between stakeholders of a project.
