Asset management of stormwater control measures: a new story for urban stormwater management

Résumé

Stormwater control measures (SCMs) include both structural and non-structural measures dedicated to improving the way stormwater is managed, and mitigating the impacts of runoff on receiving waters. Structural SCMs have emerged since more than 40 years in many countries around the world. Such systems are complementary or in some cases may provide a replacement of traditional drainage networks. Since their emergence, operational and research questions have been largely focused on the design of such systems, along with hydraulic, hydrologic and pollutant-removal (treatment) performance. After several decades of operation, there is, however, a growing concern regarding the long-term maintenance of such assets and its effects on performance. There is an urgent need for an effective framework to ensure the inventory and the long-term management of SCMs, building on insights from more well-established asset classes. The management of SCM assets raises new questions concerning funding, technical functions and the broad range of services delivered to the environment and the inhabitants of the city. This paper focuses on SCMs in the public domain and describes the challenges that must be overcome to develop an effective SCM asset management methodology.
