Les propositions législatives de réforme de la PAC (octobre 2011) : premiers éléments d’analyse

Abstract : The European Commission presented on 12 October 2011 a package of legislative proposals to reform once again, the Common Agricultural Policy (CAP), theoretically at January 2014. In addition to ensuring that the CAP is more efficient, the objective is, firstly, to promote a competitive and sustainable agriculture and, secondly, to revitalize rural areas. As innovative as they are, these proposals are a continuation of a long process of CAP reform initiated in 1992. These proposals for CAP reform could cause a significant reorientation of direct aids between farm categories and regions, particularly in countries like France where the historical reference model for the calculation of single payment prevails. The objective of this paper is to present a critical analysis of reform proposals.
