Les difficultés associées à la gestion quantitative de l’eau et à la mise en œuvre de la réforme des volumes prélevables : le cas du bassin Adour-Garonne

Abstract : In the Adour Garonne basin, water shortage crises are recurring and lead to serious conflicts on water use and environmental damages. The present article shows the difficulties of a participatory management and concerted action to regulate the current societal game. Moreover, it shows that paradoxically the 2006 French Water Law defines water shortage as a problem of insufficient supply rather than a problem of demand, and thus favors dam construction as the solution.
