La PAC et ses mécanismes actuels et futurs de régulation des marchés agricoles

Abstract : This paper proposes a synthetic and a prospective reflection on European mechanisms of agricultural markets regulation. It has been written in the framework of the discussions on the future of the Common Agricultural Policy (CAP) after 2013. In the first part, it recalls that the regulatory mechanisms used in the CAP have been profoundly modified over the successive reforms: with the decoupling, the prices play a more important role in the production decisions; the CAP tools are more compatible with multilateral rules adopted under the World Trade Organization (WTO). It then explained the main reasons for the existence of an ambitious public intervention in this so singular economic sector. In the second part, this article proposes some evolutions for the major regulatory mechanisms underlying the CAP, namely tariffs, export support, the intervention system, management tools risk, the instruments of supply control and direct aid allocated to farmers.
