La réforme de la PAC et les aides directes : pourquoi, pour qui, comment ?

Abstract : The future CAP reform should implement of a uniform amount of Single Farm Payment (SFP) per hectare in 2020. Under the subsidiarity, some important latitudes will be left to Member States to reorientate direct payments under the first pillar (but subject to compliance with an annual ceiling): the choice of the geographical scale (countries, regions, etc.) to implement the uniformization ; redirection or not of 5% of the funds from the first pillar to the areas with natural constraints ; taking into account whether or not coupled payments in the calculation of the uniformization ; the choice of agricultural surfaces eligible to decoupled payments. To evaluate the economic impact resulting from the intersection of these different choices, simulations were conducted using data from the Farm Accountancy Data Network (FADN).
