La PAC : au lendemain du bilan de santé

Abstract : This book chapter presents the main milestones of the construction of the Common Agricultural Policy (CAP) for the last fifty years. This policy, based on three principles (the single market, Community preference and financial solidarity), has promoted a rapid development of agricultural production and modernization of farms. It has also permit to satisfy the consumer expectations : varied and plentiful food at reasonable prices. For internal reasons (budgetary expenditure control, societal expectations regarding the environment, biodiversity and animal welfare) and external (agricultural agreement signed in the framework of multilateral negotiations), the CAP has undergone several successive reforms (1992, 1999, 2003 and 2008). The measures taken under the CAP Health Check in November 2008 were characterized by three important developments: the adoption of a total decoupling of direct aid; the removing of supply control instruments (fallow and milk quotas); the redistribution of part of the subsidies in favour of the rural development measures.
