Economic and environmental impacts of the CAP : mid-term review on some French crop farms

Résumé

The CAP-MTR (Mid Term Review) introduced three tools : decoupling, modulation and cross-compliance, in order to decrease market distortions and to reconcile agriculture with the environment. Then, the issue to be addressed is whether its implementation is effective at minimising environmental impacts of crop farms at a fair cost. The authors focus on two "Good Agricultural and Environmental Conditions" (GAEC), buffer strips and crop diversity. They develop a mean-variance risk mathematical programming model combined with agro-environmental indicators and apply it to two crop farms in the Southwest of France.
