Disparités régionales des soutiens budgétaires et des aides directes à l’agriculture en France

Abstract : This book chapter presents an analysis focusing on public aid allocated to agriculture in France and in the twenty-two metropolitan regions. It revolves around three sections. The first highlights the trend in the amount of support granted to agriculture between 1990 and 2006, first at the national level, and then distributed by region. Budgetary support is reported in each region, per farm, per agricultural work unit and per hectare of usable agricultural area (UAA). The second shows the amount of direct payments in 2006 for the "professional" farms according to administrative regions (by using data from the Farm Accountancy Data Network). An analysis of the concentration of subsidies is also performed in each region. The third section addresses the issue of decoupling of direct support, in conjunction with the proposals of the European Commission in May 2008. It shows, for each region, the amount of the single farm payments per farm, per hectare and as a percentage of the total direct aid by considering two hypotheses of decoupling (partial decoupling and total decoupling). Simulations are conducted to highlight the sensitivity of farms of different regions to a modification of the rules used to grant the Single Farm payment (uniform amount per hectare).
