Land transfers and "tutorat" relationship in West Africa
Transferts fonciers et relations de tutorat en Afrique de l'Ouest
Résumé
The paper is a personal synthesis of a collective research on changes in customary land transfers in Benin, Burkina Faso, Côte d'Ivoire et Mali. Far from leading gradually to land market, the individualisation and monetarisation of tutorat relationship between autochthons and migrant farmers does not eradicate the collective and socio-political dimension of strangers' integration, but add another layer to the process of access to land. That makes happen more conflicting situations in the current context of most of the West African countrysides.
La contribution propose une synthèse sur l'évolution des transferts coutumiers de droits fonciers au Bénin, au Burkina Faso, en Côte d'Ivoire et au Mali, tirée d'un projet de recherche collective. L'individualisation et la monétarisation des relations de "tutorat" entre autochtones et "étrangers", loin d'aboutir progressivement à la marchandisation des transferts, ne font pas disparaître leur double composante foncière et socio-politique. La contribution souligne les sources de tension et de conflit inhérentes au tutorat dans le contexte contemporain.
