Un outil informatique peut-il faire évoluer la gouvernance en matière d’eau souterraine au sein d'un territoire ?

Abstract : In an area where pollution has often an agricultural origin, these pollutions particularly affect groundwater when it infiltrates into these catchment areas (AAC), where the water extracted is intended for consumption. European and national public policies have evolved over the course of the 21st century, particularly in terms of water protection. This has led to the definition of AAC in order to establish a regulatory framework, which makes it possible to begin the necessary steps to preserve the environment and reduce the cost of treating this polluted water. To avoid a curative practice, a computer tool (« Deaumin’eau ») has been designed, resulting from a collaboration between INRAe and the Rhine-Meuse Water Agency. This interface capitalises, for each AAC of the Rhine-Meuse territory, precise and diverse informations, in the form of a database. It allows: simple access to information for the various stakeholders in the same territory; exchange, sharing and feedback from the plurality of stakeholders; and it will also serve as an anchor point for successors. This participatory tool is based on a plurality of characteristics, thus making it possible to expand knowledge of a territory and the actors involved. Its purpose is to improve governance at the local level using technology for groundwater preservation issues.
