Mieux légitimer la Politique Agricole Commune par la mesure de sa performance.

Abstract : The reform process of CAP is permanent since 1992. A new programming that will apply from 1 January 2023 is currently under preparation. This paper provides a short review of the CAP reform process focusing on the progressive integration of climatic and environmental objectives and instruments. It then presents the general guidelines of the future CAP, notably of its two main novelties that are the new climatic and environmental pillar of the first pillar (the so-called eco-scheme) and the new model of governance based on increased subsidiarity left to Member States and performance measurement relying on four types of indicators (context, output, result and impact). The final part of the paper proposes a critical analysis of this new model of governance and advocates that these indicators should be strengthened and improved in order to better legitimate the CAP.
