This article examines the tensions between, on the one hand, discourses and knowledge on climate change that call for radical transformations, and on the other hand, the logics of quantitative water management, marked by infrastructural, organizational or strategic inertia. In an analysis of the "climatization" (Dahan, 2016) of the policies that organize quantitative water management at different scales (national, regional and communal), we study the production of "public action knowledge" (Barbier et al., 2020), and the concomitant production of ignorance inscribed in both scientific and public action practices. Focusing on quantitative water management, our investigation is based on an analysis of research previously conducted in the Adour-Garonne basin and at the national level. In addition, it relies on 35 interviews with actors in the Rhine-Meuse basin and the Vosges Mountains who produce or commission studies, and who, locally, are involved in water services or ski resort management.

Cet article interroge les tensions entre, d’un côté, les discours et les savoirs sur le changement climatique qui invitent à des transformations radicales, et de l’autre, des logiques de la gestion quantitative de l’eau, marquées par des inerties infrastructurelles, organisationnelles ou stratégiques. Dans une analyse de la « climatisation » (Dahan, 2016) des politiques qui organisent la gestion quantitative de l’eau à différentes échelles, nationale, régionale et communale, nous étudions la production de « savoirs d’action publique » (Barbier et al., 2020), et la production concomitante d’ignorances inscrites à la fois dans les pratiques scientifiques et d’action publique. Centrée sur la gestion quantitative de l’eau, notre enquête est basée sur une analyse de travaux conduits dans le bassin Adour-Garonne et à l’échelle nationale, ainsi que sur 35 entretiens auprès d’acteurs du bassin Rhin-Meuse et du massif des Vosges qui produisent ou commanditent des études, et qui, localement, sont impliqués dans les services d’eau ou la gestion de stations de ski.
