Les retraités et les espaces ruraux du Massif central

Abstract : The relations between presence of retirees and development are complex. According to territories, the retirees can contribute or not to the development. In certain cases, they would constitute rather a " grey danger ", in one the others their presence would be rather beneficial. All the investigations led on 3 territories of the central Massif and recovering from the field of the regional sciences indeed showed: - The role of the accessibility with regard to the city: the countryman under weak urban influence (case of Lezoux in our study) is quite at the same moment a beneficiary of the nearness of the village of an economic point of view (arrived from close urban pensioners, setting-up of establishments specialized in search of cheaper land tax) but also punished by the access facility in the urban pole, leakages of income and associative investment because of the preservation of the previous customs. -The importance of the number and the variety of the businesses or the local services: in the weakly attractive isolated countryman (case of Noirétable), the preservation of a tissue varied by businesses and local services contributes to limit the outside purchases of retirees.--The increasing attention by the population, including, in the quality of the life, the friendlinesses and the period of sunshine: certain rural spaces, mainly situated in the South and the West of the central Massif (case of valley of Jonte and Bourganeuf) attend the arrival of numerous retirees attracted(enticed) by a certain quality of life. These massive arrivals do not pull inevitably development process. The local economic impact of these new populations is often limited (frequent purchases outside, notably of leisure activities). These also put a lot in a very different way into the local social tissue.On the contrary, the retirees can represent one of the potential elements (but never observed in our case studies) of an innovative territorial strategy, notably in the most attractive rural territories (typify valley of Jonte). It supposes to fillcertain number of conditions: play nearness for have the public action without sector, maintain a minimum of agricultural, industrial and craft activities.
