Le budget de la PAC et le ciblage des aides

Abstract : This article presents a critical analysis of the budgetary support given to European farmers under the Common Agricultural Policy (CAP). Faced with many legitimate ambitions of the European Commission in its Communication of 18 November 2010 on the future of the CAP, three questions stand out: the funds allocated to the CAP under the financial perspective of the European Union (EU) for the period 2014-2020 will they live up to the needs? The new Member States will they benefit a sufficient redistribution of support to carry out a modernization of agriculture, while maintaining a significant number of jobs in this sector? The future modalities of direct payments allocation will they help European farmers to adopt more competitive and sustainable production systems?
