La PAC post 2015 : vers un rééquilibrage des aides directes en faveur des ruminants ?

Abstract : This paper presents on the one hand, an analysis of the dependence of French farms with different types of direct payments (Pillar, whose single payment entitlement, the second pillar, etc.) and, on the other hand, discusses potential effects of future reform of the Common Agricultural Policy (CAP) on the distribution of support between farms. Since large latitudes are left to Member States for redistributing direct aids (June 2013 decisions), four different scenarios are simulated using individual data of the French Farm Accountancy Data Network (FADN). Simulation results highlight that some options may induce a large rebalancing of direct aids in favour of livestock, in particular extensive grazing systems located in disadvantaged areas, mainly at the expense of cereals and oilseeds. For intensive dairy farms, farms specialised in male cattle and mixed farming units, the four scenarios would have rather negative redistributive impacts. Using part of budgetary resources for increasing decoupled direct aids granted to the first hectares would favour livestock farms with limited surfaces; these farms are sometimes labour intensive.
