PAC, vers une nouvelle réforme

Abstract : This book chapter provides a brief analysis of the evolution of the Common Agricultural Policy (CAP) in recent decades. Upon three main principles (uniqueness of markets, Community preference and financial solidarity), the CAP has helped European agriculture to modernize and provide consumers with a diverse and abundant supply. For internal reasons (budgetary expenditure control, societal expectations about the environment, biodiversity and animal welfare) and external (agricultural agreement in multilateral negotiations), the CAP has been several successive reforms (1992, 1999, 2003, 2008). A new reform should be implemented in 2015 (abolition of milk quotas, uniform amount per hectare of decoupled direct aids).
