La PAC : un demi siècle plus tard

Abstract : This document presents the main steps that have structured the Common Agricultural Policy (CAP). For almost fifty years, the CAP is based on three main principles : a unique market, the community preference and the financial solidarity. It has enabled European agriculture to develop, modernize and meet consumer expectations with respect to food plentiful, varied and at reasonable prices. Under pressure from external constraints (negotiations of the World Trade Organization) and internal constraints (budgetary expenditure control, environmental protection, market saturation), three reforms have been adopted during the last fifteen years. The CAP reform of 2003 is characterized by the introduction of the single payment scheme ; the subordination of the direct payment to compliance with environmental standards, safety products and animal welfare ; the strengthening of rural development measures.
