La sensibilité des exploitations agricoles françaises à une modification des budgets et des instruments de soutien de la PAC

Abstract : Under the health check of the CAP, the European Commission proposed in November 2007 a new changing patterns of agricultural support. Based on simulations applied to the FADN (Farm Accountancy Data Network), two questions are addressed: what is the economic role played by public supports in different categories of French farms ? What is the economic sensibility of farms to changes in the amount of support and in the way of how the support is granted ? Several scenarios are tested by considering two decoupling hypotheses (partial or total) and two assumptions of budgetary resources (stability or decline of 35%). These scenarios cover a uniform amount of single payment per hectare (Articles 58 and 59 of Regulation No. 1782) and an increase of the modulation rate (with several options to transfer the funds through rural development measures). The results of these simulations are presented for different production systems and regions.
