Evolutions possibles des politiques publiques de soutien aux systèmes herbagers

Abstract : This chapter presents an analysis of the public policies favourable to the grazing systems in France. The first section highlights the evolution of the budgetary supports granted under agri-environmental measures and compensatory subsidies of natural handicaps. A treatment of the Farm Accountancy Data Network (FADN) of 2004 shows the economic importance of the direct subsidies related to the rural development in the grazing systems income. These systems, which gather 39% of the professional farms with herbivorous, are penalized by a lower labour productivity, but manage to be also effective from an economic point of view (within the meaning of the ratio “Gross Farming Income/Agricultural Production, including direct subsidies”). The second section suggests some ideas as for the evolution of the support instruments favourable to the grazing systems. It recommends the articulation between measures of general interest and territorialized procedures limited to certain spaces selected for their sensitivity and environmental richness.
