Bilan et conditions de l'émergence d'emplois liés à l'entretien du territoire : une première analyse appliquée à trois régions françaises (Bourgogne, Auvergne et Midi-Pyrénées)

Abstract : In response to a problem of the upkeep of land, which is a serious concern in some regions, public decision makers have introduced specific government schemes (upkeep of river banks, pathways, hedgerows). These mainly involve the FGER (Rural Land Management Fund), the MAE (Agri-Environmental Measures) and certain sections of the FNADT (National Fund for Regional Development) or PDZR (Rural Area Development Scheme) together with certain insertion projects (insertion schemes, "green jobs") where much of the work relates to the upkeep of land (both built and unbuilt areas). The varying capacity of government schemes to promote the upkeep of land areas and/or job "creation" depends, among other things, on the actors involved and the type of scheme.The initial phase presented in this communication is a review of all public measures for the upkeep of the land in three administrative regions (Auvergne, Burgundy and Midi-Pyrénnées) over the period 1994-1997. The review covers the number of measures, the scale of public funding, the type of measure, the main beneficiaries and an initial evaluation of the impact of land upkeep measures on employment. Actions by the Ministry of Agriculture (FGER and MAE) are the most numerous in the three regions. Even if farmers are still (numerically) the primary beneficiaries of public aid in relation to the upkeep of land, typically agricultural procedures, such as the FGER, have been mobilised for actions slightly removed from their original purpose. This tends to confirm the attempt to increase the "legitimacy" of the farming profession in the stewardship of the land.
