Contribution au zonage des MAE « phytosanitaires » territorialisées dans le cadre de la mise en ½uvre du PDRH 2007/2013 : Application de la méthode RA-SPACE de spatialisation des surfaces agricoles au bassin Adour-Garonne pour le calcul d'un indicateur phytosanitaire

Abstract : The new French Rural Development Program PDRH requires to preliminary define specific areas which are made eligible to implement agri-environmental measures, considering the key policy issues. To support the demarcation of the priority areas for pesticides stake, the present study sets up a global zoning of the Adour-Garonne river basin district. The potential risk of pesticides is calculated at the scale of the hydrographic unit by a composite indicator which takes into account the impact of pesticides on natural environment and human health. We use the statistical model RA-SPACE to reaggregate local data from the Agricultural Census RA2000 at the urban unit scale- into the hydrographic units of the BD CARTHAGE®. This model uses data from the European CORINE LAND COVER® program to control downscaling and upscaling operations. As the last French agricultural census was conducted in 2000, we suggest a method to update the RA 2000 database with other statistical sources during the 2000-2005 period. The new database with estimated data is compared with information gathered in 2005 for the payment of CAP subsidies. The report presents several maps of the potential pesticide risk in the Adour-Garonne river basin district. The indicator 1 underlines about 12,5% of the total Adour-Garonne area as an high risk area and about 18,5% as a medium-risk area. A complementary zoning was carried out for the Aquitaine region using an other pesticide indicator (number of treatments applied by crops). The defined priority areas are very similar in the two versions of the zoning (composite and pressure indicator). In the last part of the report, the zoning of the Adour-Garonne area is compared to the public priority areas defined by the Ministry of Agriculture for 2008. The boundaries of high-risk areas defined in this study are coherent with the regional priority areas.
