La territorialisation des MAE, entre territoires subis et territoires construits autour de l'enjeu eau

Abstract : Since 2007, the quality water improvement is one of two environmental issues of the French Rural Development Regulation in order to implement the objectives of the Water Framework Directive (WFD). Local Agri-Environmental Schemes (LAES) were organized in France to reach these WFD objectives. Analysing this new type of contract, we suggest understanding the main changes that generates the "putting on territory "of LAES. The program theory of LAES considers that the fact of targeting the actions at "territories" should have an environmental effect more significant at once on the improvement of the quality of the water, on the environmental appropriation of the issue by the farmers and at least a higher level of farmer contracts. We realized a survey on 40 farmers of the valley of Dronne (Dordogne- France) and we showed this territorialisation of public action is, not well understood by farmers. However it can be at the origin of a environmental dynamic, which is among other translated a lot of contracts. But, "territories" LAES are still felt as an new additional administrative area with restrictive aspects due to environmental aspects.
