Des vitroplants aux mesures agri-environnementales en Guadeloupe : les déterminants socio-institutionnels de l'innovation agronomique

Abstract : As ultra-peripheral region, the French Antilles receive subsidies from the Common Agricultural Policy (CAP), with exceptions that are the result of negotiations between local stakeholders, French ministries and the European Union. The identification of negative impacts of banana monoculture on the environment has led agricultural research to develop technical innovations (fallow + vitroplants) disseminated to farmers and financially supported by agri-environmental measures (AEM). This paper identifies the limitsof these technical innovations to reduce the use of pesticides. We mobilize for that survey results with farmers and stakeholders of institutions conducted over research projects in Guadeloupe between 2001 and 2013. The main measure of AEM (Fallow to fight against nematodes followed by planting of banana vitroplants) reduces the use of nematicides, but induces the use of herbicides. The AEM are marginal financial amount compared to all support granted to the banana sector. The main AEM (fallow & vitroplants) is implemented on farms who were already practicing follow and using vitroplants. Ways of improving the governance process of agricultural innovation are proposed: Analysis of the diversity of farms, interactions between bio-technical sciences and social sciences, monitoring and evaluation to adjust the orientation taken if necessary.
