Valuation of social and environmental externalities from sewer networks: experiences and perspectives for asset management

Résumé

Decision making for asset management became an issue for many utility manager and operators. Research has already provided models that are used by water utilities, and more recently by sewerage utilities. These works focused first on the ageing process and the hydraulic criticity of the network. Optimization models were developed and multicriteria approaches help to find the good renewal time or to prioritize rehabilitations. Thus criteria where developed that take into account not only the deterioration process but also the impacts, the damages occurring in case of failures. They consider the environmental, economic and social dimensions. Some models need to evaluate the costs of theses damages. This article presents different methods of evaluation coming from the environmental economics framework, and two applications to sewer asset management. We discuss the interest of these approaches and the new challenges for research and management, looking both at the natural and human environment and at the infrastructures.
