Résumé

Non-point source pollution from agricultural practices and urban uses is of serious concern within the agricultural areas of the Poitou-Charentes region, in the southwestern part of France. In the past decade, numbers of catchments dedicated to supply drinking water have been closed down. Since the water demand skyrockets during the touristic summer season that is the very same period of low flows, most of the Charente river main streams and tributaries are running dry or face very low water flows. In addition pesticide and nitrate measures show abnormal peak concentrations above the European drinking water standards. To come up with this societal situation, the regional Water Agency “Adour Garonne” has set up an action programme in collaborative work task with local water and agricultural stake holders and researchers so as to design environmental friendly agricultural mitigation measures and assess their impacts of helping this way maintain drinking water within standards. In an integrated modelling approach, the agro-hydrological physically based model, Soil and Water Assessment Tool (SWAT), coupled with an application named GENLU2, developed at Irstea Bordeaux, has been implemented to simulate long term impacts of pesticides on soils and water bodies. Assessment of impacts by the SWAT model is carried out at the watershed level, a relevant scale, recognized as the most effective unit for managing protection of water resources. The modeling approach enables to identify the most contributive areas amongst the 106 sub watersheds constituting the protected area of circa 4,000 km², where best management practices could be the most efficient, in terms of decreasing the amount of nitrate and pesticide concentrations into up streams. The effects of mitigation scenarios are quantified relatively to the base line scenario that is representative for the actual agricultural practices and urban uses. The mitigation measure scenarios include Best Management Practices such as pesticide / fertilization reductions, filter strips, pesticide or crop substitutions, lengthening of crop system rotations. These practices and cropping system changes are implemented into the model with GENLU2.
La pollution diffuse issue activités anthropiques est très préoccupante en Poitou-Charentes, dans la partie sud-ouest de la France. Ces 30 dernières années, 413 captages en eau potable ont été abandonnés. Par ailleurs, la demande en eau potable est toujours plus importante dans cette région touristique alors que le débit de certaines affluents de la Charente devient alarmants au cours de la période estivale. Malgré les mesures prises par les acteurs locaux et les gestionnaires d l'eau institutionnels, les concentrations dans les eaux en pesticides et de nitrates enregistrent des maxima bien au-dessus des normes européennes d'eau potable. Pour répondre à cette question sociétale, l'Agence de l'eau régionale "Adour Garonne" a mis en place un programme d'action collaboratif avec les acteurs locaux de l'eau et agricoles et les chercheurs afin de concevoir des méthodes et outils adaptables au contexte charentais et de répondre aux exigences de la Directive Européenne Cadre sur l'Eau. Nous avons développé une approche de modélisation intégrée, incorporant une évaluation environnementale des impacts de scénarios co-construits en mobilisant la modélisation agro-hydrologique (SWAT - GENLU2). L'évaluation environnementale est restituée au niveau des bassins versants, une échelle pertinente, reconnue comme l'unité la plus efficace pour la gestion et la protection des ressources en eau. L'approche de modélisation permet d'identifier les zones les plus contributives parmi les 106 sous-bassins versants constituant la zone de protection des 2 captages, soit circa 4000 km².
