Increasing the resilience of water distribution systems: Do the benefits outweigh the costs?

Résumé

This article proposes a Cost-Benefit Analysis (CBA) to assess the economic efficiency of measures being taken to improve the resilience of water distribution networks. It focuses on an anthropogenic risk, namely a cyberattack. The study area is the French Eurométropole de Strasbourg in north east of France. Results show that the implementation of reasonably priced resilience programs would generate benefits in the event a crisis occurs close in the future. They also underline the importance of considering all costs and benefits (utility + inhabitants) in the decision-making process.
