Prospectives agricoles locales et dynamiques urbaines en Pays de la Loire

Abstract : What is the role of agriculture and farmers in the development of peri-urban areas, and how to articulate measures of agricultural development on the one hand, and urban development, on the other hand. This was the main objective of the project "Prospects local agricultural and urban dynamics" (CAS PALDU DAR). Focusing on the peri-urban areas of Angers, Nantes and Le Mans, the project involved the specific views of farmers, agricultural development agents and local authorities, supported by sociologists. It made it possible to learn more about agriculture and farmers in the peri-urban areas. Every part has its own logic as regards developing production, diversifying or intensifying activity of small areas, developing a heritage, farming for pleasure. Farmers also expressed numerous constraints and opportunities linked to their work on the urban fringe. They asked to join forces to interact with elected officials around the areas where they have competence and levers. Local elected officials have a knowledge of agriculture and farmers, but especially at the local level. Their plans reflect different visions of agriculture: employment, landscape maintenance, local production, social relations... A majority of elected officials intend to contribute to the future development of agriculture. But the "agricultural" topic is little discussed between elected representatives including at intercommunal levels. The study of the construction of relations between the Chambers of Agriculture and intercommunalities has showed the time necessary to establish long-term relationships. They tend to set up such local groups of farmers, recognized as partners by the local community. But there are prerequisite conditions to successfully organize and support the farmers dialogue elected in suburban area: resources for animation over time, mobilizing all the diversity of local farmers, helping them to build a personal point of view of farmers. Conditions for a successful dialogue with elected officials are to regulate the debates during meetings, namely to progress towards clearly defined and treatable problems to identify concrete possibilities of action. The role played by the agents working in the Chambers of Agriculture is there crucial.
