A tool for monitoring agricultural policies : modelling farming systems in the Caribbean to build an agricultural supply model

Un outil de pilotage des politique agricoles : modélisation des systèmes de producton agricole dans les Caraïbes pour fournir un modèle d'offre agricole

Résumé

The paper deals with the elaboration of an agricultural supply model that aims at assisting policy makers to monitor the sector. The choice of the model has been determined by three main factors: 1) the scarcity of information, 2) the need to take in account the variety of farm systems and strategies, and 3) the high instability of the sector. It is, thus, the farmers’ rationale resulting in the crop combination, which is modeled through the linear programming techniques. Given the research context the elaboration of an adequate methodology is crucial. Two main points can be outlined: 1) the building of a conceptual model of the Caribbean farm household leading to the development of a mathematical programming, 2) the setting up of a system of information collection mainly involving a multidisciplinary and multi-institutional network. The first part of the paper deals with the conceptual model. The second part presents the whole methodology. Finally, the first results of the mathematical modelling are exposed.
L'élaboration d'un modèle d'offre de production agricole vise à aider les choix politiques pour la gestion du secteur. Le choix du modèle a été déterminé par trois facteurs : le manque d'information, la nécessité de prendre en compte la variété des systèmes de production et des stratégies et la forte instabilité du secteur. C'est le choix logique des exploitants, dans la combinaison des productions qui est modélisé à travers des techniques de programmation linéaires. Il est important de donner le contexte de l'élaboration de la méthode. On peut voir deux principaux points : la construction d'un modèle conceptuel d'une exploitation agricole des Caraîbes conduisant au développement de la programmation mathémathique ; la mise au point d'un système de collecte d'information particulièrement complexe dans un domaine multidisciplinaire et multi-institutionel. Sont présentés tour à tour le modèle conceptuel, la méthodologie et les résultats.
