Floodability of the river Ravin and its catchment area

Résumé
The Ravin river is a special case with which the Urban Community Authority of Lyons is confronted. This expert report aims to suggest a schedule of improvements which incorporate a global vision of the whole of the catchment area and the functioning of the stream itself. It is not a question of finding the miracle solution providing a nil flood risk (at a cost that would undoubtedly be prohibitive) but to ask the objective question as to the level of acceptable risk and to give reasons in the light of this for improvements to the catchment area. The intervention of the CEMAGREF consisted in: pointing out the objective constraints imposed by the natural functioning of this type of catchment area, defining the elements of a solution which would result in a controlled level of risk that was acceptable to the local authority and individual inhabitants and suggesting an improvement scheme which would enable the development of the catchment area without increasing the risk, especially in the districts of Fontaines/Saône situated downstream.
Le ruisseau du Ravin est un des cas particuliers auquel la Communauté Urbaine de Lyon est confrontée. La présente expertise vise à proposer un schéma d'aménagement intégrant une vision globale de l'ensemble du bassin versant et du fonctionnement du ruisseau lui-même. Il ne s'agit pas de trouver la solution miracle qui permettrait d'atteindre un risque d'inondation nul (à un coût sûrement prohibitif) mais de poser objectivement la question du risque acceptable et de raisonner en conséquence l'aménagement du bassin versant. L'intervention du Cemagref consiste à : mettre en évidence les contraintes objectives imposées par le fonctionnement naturel d'un bassin versant de ce type, définir les éléments de solution permettant d'aboutir à un niveau de risque maîtrisé et acceptable par la collectivité et les individus, et proposer un schéma d'aménagement qui permette que le développement du bassin versant ne se traduise pas par une inflation du risque en particulier dans les quartiers de Fontaines/Saône situés à l'aval.
