Information system on historical flood data: prototype within the European Sphere project
Un système d`information pour la connaissance historique des inondations : premières spécifications dans le cadre du projet européen SPHERE

The efficiency of environmental information systems can be improved by technical tools for spatial and temporal requests. Within the European Sphere project (2000-2003) devoted to the use of historical information for flood risk analysis, a multidisciplinary French team (hydrology : Cemagref ; computer science : IMAG ; history : Acthys) produced a methodological analysis for the management of historical data. A prototype has been developed with a case study on the Isere catchment near Grenoble. Three main access are proposed, with specific dynamic windows on spatial, temporal and documentary aspects. Such tool will allow to better understand how land use and flood risk have been or not linked.
L`efficacité des systèmes d`information environnementaux repose largement sur leur capacité à intégrer registre spatial et registre temporel. Dans le cadre du projet européen SPHERE (2000-2003) consacré à la connaissance historique des inondations, une équipe française composée d`hydrologues (Cemagref), d`informaticiens (IMAG) et d`historiens (ACTHYS) a engagé une première réflexion méthodologique sur la mise au point d`un système d`information pour la collecte, le traitement et la restitution des données. Un premier prototype a été réalisé sur la moyenne vallée de l`Isère à l`amont et à l`aval de Grenoble. En matière de restitution, trois modes ont été envisagés et pourront être affinés selon l`utilisateur (grand public/expert). A chacun correspond une « fenêtre » d`interrogation/restitution : l`une spatiale (carte), l`une temporelle (échelle), la troisième thématique (fiches). D`un point de vue méthodologique, l`objectif principal de la démarche vise, à terme, la mise au point d`un système d`information capable de rendre compte de la dynamique spatio-temporelle au sein de laquelle phénomènes d`inondation et occupations humaines se développent.
