Résumé

The survey was carried out within the context of the EU Life-Project called TOPPS. TOPPS is a multi-stakeholder project known as Train Operators to Prevent Pollution from Point Sources. This 3-year project (Nov. 2005 Oct. 2008), funded under the European Commission's Life program and by ECPA (European Crop Protection Association), hosts 13 partners and is covering 15 European countries : Belgium, Czech republic, Denmark, Finland, France, Germany, Hungary, Italy, Netherlands, Poland, Portugal, Slovakia, Spain, Sweden and UK. His objective is aimed at identifying Best Management Practices and disseminating them through information, advice, trainings and demonstrations at a larger, co-ordinated scale in Europe with the intention of reducing losses of PPP to water. The project is designed in a way that main stakeholders concerned with farming, crop protection, techniques/ equipments/ infrastructures, water supply and management and environment should be contributing according to their specific expertise. The overall aim of the survey is to assess - through Europe - the awareness and the opinion of stakeholders concerning PPP pollution from point source and required incentives to reduce it. These information should contribute to define critical success factors for sustainable change of PPP-use all over the EU. Cemagref, in collaboration with the project partners, originated the conception of the questionnaire. It is divided into three main parts: 1. interviewees' profile, 2. opinion and 3. expectations. The questionnaires have been dealt out by partners in their countries during July, August and September 2006; then returned to the Cemagref for analysis. The results are presented in this report.
L'enquête a été réalisée dans le contexte du projet européen Life TOPPS. Topps est un projet multi-acteurs dédié à la formation des opérateurs pour prévenir les pollutions ponctuelles par les pesticides d'origine agricole. L'enquête présentée dans le rapport est destinée à étudier à l'échelle européenne l'opinion et l'acceptabilité des acteurs vis à vis des pollutions ponctuelles et des moyens pour les réduire.
