Using an adapted HEP to assess environmental cost

At local scale, infrastructure development plans cause damages to nature and reduce ecosystem services. As a consequence, land planners have to take rigorously into account environmental damages resulting from their plans. Yet, when dealing with land planning in complex natural areas, existing valuation methods reach their limits. Decision aiding tools are still needed to better introduce environmental impacts into decision-making processes. This paper analyses potential improvements brought by the adapted HEP, highlighting the expected benefit of an operational use. Inspired from an American equivalence-based valuation method, the adapted HEP uses the implementation cost of ideal compensatory measures to assess the environmental cost of an infrastructure development plan. Thus, the valuation is grounded on the environmental damage itself, and consequently on ecological data, rather than willingness to pay.
