Dynamics of territorial governance and transformations of specific economic activity:the case of oyster farming

Résumé

Whereas the Integrated Coastal Zone Management (ICZM) represents the essential governance model of coastal zones, the manifestation of divergent opinions and the methods of answer of land use conflict lead to analyse the effective implementation of this principle of management. Therefore in coastal zones, there are important lessons to be learnt from the study of specific economic activities which are also faced with problems of co-ordination around local common resources as water. In this communication we propose to focus on problems encountered by oyster industry both in the Arcachon bay and the Marenne Oleron bay which seem caused by different anthropological factors. In the Arcachon Bay water quality appears a relevant factor, while in the Marenne Oleron Bay water quantity leads to problems of co-ordination. A comparative approach allows us to emphasize on the territorial specificities of problems of co-ordination, but also to highlight on the different strategies implemented by oyster-farmers and their impacts in terms of ICZM. This research is in line with, the proximity approach and the method developed by the Proximity team of the UMR INRA SAD-APT, to analyse land use conflict. However, our work draws on Hirschman's analytical schema to study oysters-farmers behaviours. In this way, we take into account variety of possible strategies, including behaviours of exit (relocation, modification of production system, etc.) and voice (dialogue, opposition, conflict, etc.). Thus, our study which is focused on the co-ordination stakes linked to the co-location of activities (geographical proximity constraint) highlights the particular nature of the conflicting logics and 1 CEMAGREF Bordeaux Aménités et Dynamiques des Espaces Ruraux 2 clearly the role played by environmental issues and uncertainty in the determination of economic behaviours. From a survey conducted by interviews among local experts and professionals and an analysis of daily press, we aim to grasp the strategies of exit or voice related to both conflicting situations and other problem of co-ordination. This qualitative material can lead us to a better understanding of the importance of strategy of oyster industry in the context of the implementation of ICZM which insist on territorial dimension of coordination.
