Résumé

France relies on a mix of policy packages to ensure soil protection, rather than on a single policy. These packages have evolved during the last decade. In this report, we have grouped them into agricultural policy packages, including CAP pilar1 and national initiatives, rural development policy packages, their evolution during the last decade and some regional examples, environmental policy packages. For the last group, we have focused on nitrate and water directives, the French environmental certification and the French strategy towards climate change mitigation. The national application of the sludge directive, birds and habitat directives, plant protection products directive, environmental impact assessment directive have not been analysed, because the first consultation of stakeholders concluded that these directives are not currently mobilised in France for soil protection objectives. For each policy package, we examine how the proposed measures are drivers or barriers to the adoption of BMPs in France, and how the different policy package interact regarding soil stakes. Emphasis is on the BMPs analysed for France, namely cover crops, non-inversion tillage and no-till.
