Difficult to build land as territorial resource in periurban area
Le foncier, une ressource territoriale difficile à construire en périurbain
Résumé
Land resource with its social utility and its political dimension is a strategic stake for the territory. At the junction of individual and collective interests, this resource is difficult to mobilize, particularly in the construction of a periurban area project. From the example of some municipalities, the exam of local territorial policies carried out in France for forty years aims to show that the management territory remains a problem as the land is not entered as a resource with a collective interest.
La ressource foncière, par son utilité sociale et sa dimension politique, est un enjeu stratégique pour le territoire. A la jonction d’intérêts individuels et collectifs, cette ressource est difficile à mobiliser, notamment dans la construction d’un projet territorial périurbain. L’analyse des politiques territoriales locales menées en France depuis quarante ans dans quelques communes cherche à montrer que l’aménagement du territoire reste problématique tant que le foncier n’est pas saisi comme une ressource d’intérêt collectif.
