A long line of employers cum mayors. The rise and decline of personalised domination (1850-1970)

Analyses of “paternalism” often highlight a personalised type of domination between employers and their workers. This paper studies employers outside of their firms and uses the instruments of political anthropology (matrimonial strategies and kinship relations in respect of the composition of successive municipal councils) to analyse the way the nineteenth- and twentieth-century industrial bourgeoisie became established in villages. It reveals that personalised domination really occurred only in the inter-war years, when a relative familiarity was instigated between the employer-mayor established among the region’s industrial bourgeoisie and a fraction of the workers living in the village. Ahead of this period came the progressive embedding of economic and political power, that peaked when the employer-class held sway over the village, directing the local council and controlling the competing social groups. Post-war, personalised domination by employers had had its day and survived only in strands amid the web of village power politics.
Les analyses du « paternalisme » mettent souvent en exergue une domination de type personnalisé entre patrons et salariés d’une entreprise. Étudiant le patronat hors de l’entreprise, cet article analyse l’implantation villageoise d’une bourgeoisie industrielle aux XIXe et XXe siècles à l’aide des outils de l’anthropologie politique (stratégies matrimoniales et relations entre parentèles en regard de la composition des conseils municipaux successifs). Il montre que la domination personnalisée n’a réellement eu cours que pendant l’entre-deux-guerres, lorsqu’une relative familiarité s’est mise en place entre le maire patron établi au sein de la bourgeoisie industrielle régionale et une fraction de salariés établis dans l’espace villageois. En amont de cette période est observée l’imbrication progressive des pouvoirs économiques et politiques, aboutie lorsque le patronat possède le pouvoir sur le village, dirigeant la municipalité et contrôlant les groupes sociaux concurrents. Après-guerre, la domination patronale personnalisée est victime de son vieillissement, et ne survit qu’en trouvant à s’immiscer entre les mailles du pouvoir au village.
