What impact on farmlands has the urban demand for local food? A spatial assessment of agro-food relocalization in Millau (France)

There is a growing scientific literature on agro-food relocalization initiatives (Deverre & Lamine, 2009; Wiskerke, 2009). Some authors state that these initiatives support periurban agriculture (Aubry & Kébir, 2013) and foster city-countryside relationships at various scales (Perrin, Jarrige & Soulard, 2013). However, there is little research precisely mapping which farmlands do supply this new urban demand for local food. Where does "local" food actually come from? How much of the production of periurban farmlands is sold in local communities and markets? Does the increased concern for proximity change agricultural production around cities? Do food relocalization initiatives also involve farmlands located further away? Does the scope vary for different food products (vegetables, bread, meat or dairy products)? We address these research questions through a case study: the food system of Millau, a small town located in a highland region in the South of France. Our spatial assessment of food relocalization in Millau consists in a multi-scalar and extensive cartography of the city’s foodshed, based on statistical data on food flows, on interviews, questionnaires and field observation. We had direct contact with 116 farms and 61 supply chains intermediaries during a fieldwork carried out in the spring of 2014. Our presentation offers a critical analysis of the relocalization process of urban food supply, by focusing on its spatial consequences on farmlands. We describe the location, the surface and the spatial shape of “local” agricultural areas provisioning the urban food system of Millau and we distinguish three kinds of farmland feeding the city. Our results confirm the relocalization trend. Yet, relocalization initiatives still account for only a minor percentage of the global food consumption in Millau. Nor does the growing urban demand for local food restore a continous agricultural belt of diversified food productions solely around the city. On the contrary, farmlands relatively far from Millau supply the city too, whereas farmlands close to Millau supply bigger cities in its urban network
