Coordinations des opérateurs et intégration économique en Afrique Centrale : caractérisation du commerce transfrontalier des produits vivriers et horticoles au Camerou

Abstract : The city’s growth, the transport and communication infrastructure’s improvement, the cultural’s integration, the CEMAC’s framework intensify transborder flows in central Africa, in particular for the provisioning markets of agricultural, horticultural and halieutic’s Products. The current data however, minimise the importance of these flows and their importance in economic’s regional integration and the setting in complementarity of production’s pools. The aim of this study is firstly to show the role of the private operators in the dynamics of transborder flows and secondly to study the existing of data acquisition with an aim of setting up the quantification mechanism of those flows. According to a methodology basing on investigations of ground and interviews, the main results raise strong diversification of the export organization of food crops network. Two circuits are differentiated between the terrestrial circuit, which pass by the frontier markets of “la vallée du Ntem”, and the maritime circuit which forwards by the Douala and Bota port. Another frontier markets tend to specialize according to the request. Coordination between the operators of export cover diversity between relations based on trust or contractualized relations which reduce the transaction costs and the risks related to the activity of export. These relations are as necessary as, there aren’t financial and legal mechanisms to cover the risks related to the accidents and informal tax or to regulate the conflict between actors of the various countries. Lastly, the quantification mechanism of the exported products is primarily the work of the head police stations and the customs stations. The exhaustiveness of the recording exported products is however not ensured on all the head police stations. It follows of all those limiting factors identified, under valorization of the potentials flows products and under significant estimation of these networks.
