La triple politisation de la tarification incitative : Rapports de force, réagencements et effets d’un instrument politique

Abstract : In France, the Grenelle de l'Environnement (2007-2010) has been the opportunity to include incentive pricing as a main measure supposed to empowering users and helping to the reduction of household waste. By placing users as central on the system, economic, social and professional balance of the sector is modified. That creates tensions both at the national and local scales. Specifically, three movements of politicization appear : the first relates to the definition of the incentive instrument ; the second aims to the institutionalization of a new figure of "responsible" user ; the last refers to services performance and the labour conditions of agents. The analysis of these processes highlights the influence of socio-geographical factors in the expression of the positions, as well as the selection-discrimination games of the variables that legitimise and give credibility to the position via a visibility effect.
