Evaluer les politiques publiques de l'agro-alimentaire et de l'environnement : enjeux, concepts et méthodes au prisme des objectifs du développement durable

Abstract : In France, the evaluation of public policies is the heir to the missions of the Commissariat Général au Plan (General Planning Commission) created after the Liberation in January 1946 to respond to the "ardent obligation" of planning that would make it possible to "escape the dictatorship of the moment". The aim of public policy evaluation is to identify the most effective levers for achieving the objectives set by public action. For the French agri-food complex, these objectives have historically been those of food self-sufficiency and then 'export vocation', only to be progressively called into question when the negative environmental impacts on natural resources of the agri-industrial model combining technical modernisation of production, standardisation of processing and segmentation of consumer markets became apparent. Due to the multifunctionality of agriculture, the difficulties in analysing the relationship between agriculture and the environment in terms of externalities persist. The evaluation of the environmental services of agriculture remains difficult to quantify, in particular the relationship between the financial incentives received by farmers for environmental services and the 'value' of the environmental externalities generated by the producing activities. Since 2017, the European Union has had a common framework that aims to harmonise the monitoring and evaluation of procedures and indicators used to study the effect of production support and environmental protection measures adopted as part of the Common Agricultural Policy reforms. However, the analyses carried out in the framework of the evaluation of the Rural Development Plan 2007-2013 revealed limitations due to the availability of data with partial coverage of the programmes. In addition, the diversity of methodological approaches and the differences in the data used for the estimation did not allow for a reasonable comparison of the national programmes between them. This paper therefore aims to present the issues, concepts and methods of this common evaluation framework as well as the debates that it raises within the territories with regard to the sustainable development issues raised by the European Green Deal strategy.
