Construire un système alimentaire territorial durable : chronique d’une concertation territoriale en pays cœur d’Hérault, France

Abstract : This article presents a territorial consultation process led by the development council of the Pays Cœur d’Hérault (PCH) aimed at organising the “États généraux de l’alimentation et de l’agriculture durable” (EGAAD). The aim of this approach is to develop a sustainable territorial food system (SATD) at the level of the Pays, a territory comprising 77 communes and three inter-municipalities. The territorial consultation process, developed with a research team (INRAe-UMR Innovation), aimed to mobilise all local food supply stakeholders, consumers, citizens’ associations and elected officials in order to build a shared diagnosis and identify concrete courses of action to develop the SATD and build agricultural and food governance on the PCH scale. The territorial consultation, which was carried out over a year, mobilised various mechanisms (diagnostic studies, citizens’ forums, working groups, public feedback, etc.). Participation was uneven with regard to the consultation mechanism deployed. While the participation of local food supply professionals remained low, that of civil society and elected representatives increased during the process. However, this consultation has made it possible to put food back on the PCH’s political agenda.
