Collective Mobilisation for Agroecology (MCAE) fact–tested by their operationalization : variations on the theme of agro-ecology

This doctoral thesis deals with the implementation of a public action instrument (MCAE for Collective Mobilisation for Agroecology) set up by the French ministry of agriculture in 2012, when agroecology was chosen by the government as the encompassing model for the future of French agriculture. This thesis offers an immersion in two projects supported by this instrument in the Rhône-Alpes region. Based on an intensive ethnographic study of two groups of dairy farmers and of their development partners, it explores how agroecology is done and said in these collective projects, through an approach firmly focused on practices. This allows to understand « from the bottom » the dynamics generated by this public instrument by considering these MCAE projects through three main problematisations : the mobilisations, their collective nature, and the type of agroecology that is claimed in each group. This thesis studies how a specific wording, agroecology, which is a public policy watchword, is embodied through potentially contradictory translation processes. While the farmers and the projects of the two groups seem opposites, both in the objects that gather them (population maize varieties produced and exchanged in one group and machines evaluated and bought together in the other) and in the way they effectively form a collective, this thesis finally suggests a pragmatist interpretation of the internal contradictions that characterise the notion of agroecology, while opening perspectives on the agriculture of the future.
La thèse porte sur la mise en œuvre d’un dispositif d’action publique (les MCAE) en faveur du déploiement de l’agro-écologie promue par le ministère de l’agriculture en 2012, comme un nouveau « modèle » pour l’agriculture Française. Elle est conçue comme une immersion au cœur de deux projets lauréats des MCAE en région Rhône-Alpes. A partir d’une enquête ethnographique intensive (2015-2017) conduite auprès de deux collectifs d’éleveurs laitiers ligériens et de leurs accompagnants, elle explore les façons de faire et de dire l’agro-écologie dans le cadre des projets collectifs suivis à partir d’un parti pris résolument ancré du côté des pratiques. Ce faisant elle propose d’éclairer « par le bas » les dynamiques ouvertes par cet appel à projets en envisageant les MCAE comme trois sites de problématisation (les « mobilisations », leur caractère « collectif » et enfin le type d’« agro-écologie » défendu de part et d’autre). Cette thèse est une enquête sur la manière dont un énoncé singulier, mot d’ordre de politique publique – l’agro-écologie – s’incarne dans le réel à travers les procédés de traduction potentiellement antagonistes qui lui donnent corps. Alors que tout semble opposer les agriculteurs et les projets suivis, tant dans les objets autour desquels ils se rassemblent (variétés de maïs « population » produites et échangées au sein de l’un des collectifs d’une part et machines évaluées et achetées en commun dans l’autre) que dans la manière dont ils font effectivement collectif, cette thèse propose finalement une interprétation pragmatiste des contradictions internes qui travaillent le terme d’agro-écologie, tout en ouvrant des perspectives sur l’agriculture de demain.
