Les soutiens directs et le découplage dans les exploitations agricoles de montagne

Abstract : Following the Common agricultural policy (CAP) reforms and the modifications applied to the rural development regulations, this article presents, in a first part, an analysis of the evolution of direct supports granted to French farms located in mountain areas. In a second part, a simulation of the CAP reform (June 2003) is achieved according to the individual data of the Farm Accountancy Data Network (FADN). This simulation estimates the future amount of the single payment (with a partial decoupling and a total decoupling) and distinguishes several mountain areas (Northern Alps, Southern Alps, Jura, Massif-Central, Pyrenees and Vosges) and five production types (bovine-milk, bovine-meat, sheep-caprine, field crops and others). Finally, a discussion on the potential implications of decoupling for productive systems in mountain is led on the basis of a direct enquiry among farmers (in the Northern Alps) and treatments applied to the FADN.
