Etude des interactions entre dynamique des prix fonciers et stratégies des acteurs en périurbain, spatialisation des effets et évaluation prospective des politiques publiques environnementales locales

Abstract : The present document reports a study realised for the Ministry of Environment and Territory Development. We show that urban and farm land markets of Department of Bouches du Rhône (France) are strongly bound and we explain almost two thirds of farm land value by an anticipation model based on implicit attributes of urbanisation (density of urban zonage in the vicinity, absence of used farm surface_) and expectations that soils change of vocation. At mean term, it means that whatever exploitation systems in place are and whatever economic performances or farmers age are, agriculture won't resist to urbanization overhang. To regulate that phenomenon, reglementation tools exist. But they can't be settled everywhere without distinction. Model of land price composition, which we have calibrated, allows to underline capitalisation factors that are the most linked to soils vocation alteration and to cartography them to favour a role of watch on institutional operator. We believe moreover that our works show the interest in allowing a prospective representation of public choice effects.
