Economic, social, environmental, and territorial performances of “Volailles de l’Orléanais” geographical protected value chain
Performances économiques, sociales, environnementales et territoriales de la filière IGP « Volailles de l’Orléanais »

The livestock sector is currently facing many societal expectations. In this context, the Label Rouge “Volailles de l’Orléanais” value chain is questioning its capacity to tackle these expectations and multiple sustainability issues. This value chain is also labelled with Protected Geographical Indication (PGI), which leads operators to question their links with the territory. Thus, in order to assess the value chain and to propose improvement options, an assessment grid was developed and a diagnosis carried out. Four dimensions were considered (economic, social, environmental and territorial) and declined into objectives and criteria, which all had the same weight. Criteria were measured by indicators concerning the entire value chain sector or only certain operators. The values of indicators were then converted into scores before being aggregated at the criterion level to propose a synthetic representation of results. In order to carry out an assessment and to propose avenues of improvement, a survey was then carried out among operators of the value chain (feed producers, hatcheries, farmers, production organizations, slaughterhouses, and the “defense and management” organization). Economically, the sector is performing well despite strong competition from other surrounding PGIs. On the social level, it appears to be well organized internally, but can still progress in terms of communication and integration of new societal expectations. Besides, environmental issues could be better integrated into the Label Rouge specifications. Finally, on the territorial level, it appears that small size of the value chain has a moderate impact on a regional scale. It also appears that the PGI suffers from a lack of recognition in the region. This first assessment should allow the operators to think about the changes to be implemented, in particular in the perspective of the renewal of their PGI
Dans un contexte global où l’élevage est l’objet d’attentes sociétales fortes, la filière Label Rouge « Volailles de l’Orléanais » s’interroge sur sa capacité à répondre aux multiples enjeux de la durabilité. Elle bénéficie en outre d’une Indication Géographique Protégée (IGP), la conduisant aussi à s’interroger sur ses liens avec son territoire. Ainsi, afin de réaliser un état des lieux de la filière et proposer des pistes d’amélioration, une grille d’évaluation a été développée puis un diagnostic réalisé. Quatre dimensions ont été considérées (économie, social, environnement et territoire) et déclinées en objectifs puis en critères, ayant tous le même poids et mesurés par des indicateurs concernant toute la filière ou seulement certains maillons. Les valeurs des indicateurs ont ensuite été converties en scores avant d’être agrégées à l’échelle du critère pour proposer une représentation synthétique des résultats. Afin de réaliser un état des lieux et proposer des pistes d’amélioration, une enquête a ensuite été menée auprès des opérateurs de la filière (fabricants d’aliments, couvoirs, éleveurs, organisations de production, abattoirs et organisme de défense et de gestion). Sur le plan économique, la filière présente de bonnes performances malgré la forte concurrence d’autres IGP voisines. Sur le plan social, elle apparait bien organisée en interne, mais peut encore progresser pour mieux communiquer et répondre aux nouvelles attentes sociétales. Par ailleurs, elle pourrait intégrer davantage les questions environnementales dans ses cahiers de charges. Enfin, sur le plan territorial, il apparait que sa taille modeste lui confère un impact modéré et qu’elle souffre d’un déficit de notoriété dans la région. Ainsi, cette première évaluation devrait permettre aux opérateurs de cette filière de réfléchir aux évolutions à mettre en place, en particulier dans le cadre du renouvellement de leur IGP.
