How sheep sectors do face environmental, social and economic issues in French Pyrenees region?

Résumé

French Pyrenees Mountains are traditional territory for sheep production with two different areas: Pyrenées-Atlantiques dedicated to milk and Hautes-Pyrénées to meat production. As other livestock sectors, the French sheep sector is facing environmental, economic, and social issues (climate changes, limitation of environmental impacts, renewal of farmers, lack of attractiveness, etc.). In present study, we explored the responses and adaptations of this sector to these multiple issues, thanks to a survey performed during fall 2022 by 23 ‘master 2’ students. In practice, they individually surveyed 33 stakeholders located in Pyrenees, including 13 farmers. The interview guide consisted of exploring major themes (environmental impacts, climate changes, remuneration, market influences, farm transfer, sector relations, societal expectations, working conditions, etc.) and aimed at designing to better understand actual situation and precise stakeholders’ perceptions concerning the those major issues. Results indicated that sheep systems are considered as environmentally friendly, due low green gas emissions and grasslands-use. Sheep sector has an important role in the patrimonial identity of both territories, mainly through the preservation of pastoral lands and landscapes, highly supported by subsidies, and the presence of quality label products. Transhumance, i.e. moving flocks towards other available feed resources, such mountain pastures, is considered to be of importance to adapt to climate changes and is in line of societal expectations, but labour and predation issues might negatively affect this practice. Transmission to new generation is a major concern for all stakeholders, especially for meat farms. Quality labels such as protected designation of origin (PDO), have a key-role in the structuration of milk sector, enabling to maintain high-prices, sufficient incomes and support stakeholder activities. Both sectors are highly depending on subsidies and export market (feed and lamb to Spain), and this is considered as a huge threat for the sustainability. For all stakeholders, regardless of their production and activity, communication is crucial for the future of these productions.
